My current homepage is www.google.com. I would like to permanently set the default language to English (US) and have any homepage start in English (US) when I start the browser.

What language do you get ? Is this about the language used for the Google website ? A website like Google tries to serve you pages in the local language.

For Google you should be able to select this in the Google Search settings. Such website related settings are stored in a cookie, so you need to keep such a cookie or you need to redo this setting.

The setting in Options/Preferences is about the language for the user interface and the preferred language for webpages.
