Start Firefox in Safe Mode by holding down the <Shift> (Mac=Options) key, and then starting Firefox. https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

This could be a problem with the mouse (there are mouse wheel actions with holding Shift or Ctrl or Alt).

  • Try to press the mouse wheel a few times when this happens.
  • Try to press all the status keys (Shift, Ctrl, Alt) a few times to see if that helps to recover from this.

Maybe try another mouse in case closing and restarting Firefox or rebooting the computer doesn't have affect.
