thunderbird problem: toolbar icons is grey and doesn't work

I dragged several toolbar items to the toolbar using the View -> Toolbars -> Customize feature. But some items (reply, reply all, forward) were initially grey and didn't work. After I restarted Thunderbird, a couple turned black and now work, but "Forward" is still inactive. Using Thunderbird 52.2.1 on Windows 10 with five email accounts. "Forward" doesn't work with any of them.

Do you actually have an email selected in the windows to forward? The most common request like yours is from folk that have no email selected and expect the option to remain enabled.
