When I clear cookies, they disappear from the list, then I close Firefox and reopen it. But I immediately click Show Cookies to make sure -- and all the same cookies are there, even though the only site I'm on is Firefox. In preferences I've entered the sites I want to allow to place cookies, but clearing other cookies just doesn't work. What's more, the do-not-track feature in preferences is not operable - it is permanently grayed/inactivated, though all the other functions in the privacy panel are operable (though clearing cookies doesn't work either)

This could be a problem with the file cookies.sqlite
Rename (or delete) cookies.sqlite (cookies.sqlite.old) and delete cookies.sqlite-journal and cookies.txt, if they exist, in the Firefox Profile Folder in case the file cookies.sqlite got corrupted.

Thanks for the reply, mha007. I checked - I have no Firefox Profile folder anywhere in any of the Library folders. The only Mozilla folder under Library/App Support has only an Extensions folder, and it has only one empty folder in it (dating from 2008). That's the only Mozilla folder in the User/Library folder. In the HD/Library/App Support is the same Mozilla/Extension folder, and in the general HD/Mozilla folder is something called Global.regs with 0 KB.
Create a New Profile as a test to check if your current profile is causing the problems.

OK. I tried that. I entered what the instructions said, but instead of Profile Manager opening, I got "no such file or directory" - I'm attaching the screen shot so you can see if I made a mistake - I noticed that I couldn't close the gap between the $ and the /Applications, so I don't know if that space had anything to do with it not working.

Uninstall your current Firefox

- DO NOT SELECT TO REMOVE USER DATA AND SETTINGS
- Restart your system
Install Firefox using the downloaded & saved Firefox installer file
Check and tell if its working.
Make sure that you leave a space between firefox-bin and -ProfileManager
Do you have an extension like TACO (Abine) or TrackerBlock that maintains a set of OPT-OUT cookies?
Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
