Is there a way to display the "description" field when hovering over a bookmark the same way the "name" and "location" fields are?
I cannot locate an option to select any options for this within bookmarks. It would be nice to be able to see this field when hovering instead of having to go into the specific bookmark properties to access these details. I look forward to your response. Thank-you!

That should happen as default in all ways to see bookmarks.
Please uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files and C:\Program Files(x86) Then restart system. Then run Windows Disk Cleanup. (Note: This should be Pinned and run Weekly, If never done below expect 10's of gig's) Then run it again and click the button that says Cleanup System Files. Note: your Firefox Profile is saved. But you should make a back up before you do :

Reinstall with Current Release Firefox 57.0.4 with a Full Version Installer

Unfortunately, I don't think so. The description has historically not been considered that important...
There are a growing number of new bookmark add-ons that offer different takes on the bookmarks menu. Maybe one of those will show the description?
The "description" field for bookmarks is slated to be removed in the near future.
