You may have your client incorrectly set up.

Attached are my settings (for IMAP not POP)

Go to Tools->Account Settings and check the server name, server port and other Server related features. Check a web page from Outlook.com on how to set up the POP client.

Do not forget to set to allow POP in Outlook.com first. See the help link from Outlook.com:

Apps that support POP and IMAP

If you want to add your Outlook.com account to another email program that supports POP or IMAP, here are the manual server settings you'll need.

Note: POP access is disabled by default. To enable POP access, see Enabling POP access in Outlook.com.

IMAP server name imap-mail.outlook.com

IMAP port 993

IMAP encryption method SSL

POP server name pop-mail.outlook.com

POP port 995

POP encryption method SSL

SMTP server name smtp-mail.outlook.com

SMTP port 587

SMTP encryption method TLS

Do you have 2-step verification on this account? If so, you must enable access for 'less-secure' apps and generate an app-specific password for TB. Next, delete any old passwords in Tools/Options/Security/Passwords/Saved Passwords, OK, restart TB and enter the correct password when prompted.

Besides password issues, you should enter these updated settings for a btconnect.com POP account:
