Csv extensions open in new window how to open in excel? happens on both mac and pc version of firefox.

I am going to this web site: (http://www.window.state.tx.us/taxinfo/taxfiles.html) trying to pull data form the files but the .csv Extensions will only open in new page in firefox on both the mac and the pc, safari does the same on mac. I am able to download into excel using Explorer. is there a plug in or ad-on that may be missing or some addition that needs to be done?

If the CSV files are send as text/plain like in this case then Firefox will open them in a tab instead of offering to download and save the files.
Hold down the Alt key and left-click the links to get a download dialog or use the right-click context menu to save the file.
