Why am I unable to close and restart Firefox without going into the task manager and stopping the process?

When Firefox freezes or crashes -- which happens a lot -- I can't restart it. Even though it's off my screen, it's somehow running in the background. When I click on the icon, I get an error message saying that Firefox is already running. In case it matters, I have XP.
