I recently received an email from Rackspace... "We would like to inform you of increased security measures that may require your action. We are removing insecure (Standard) access for IMAP, POP, and SMTP."

They go on to list secure settings for Secure IMAP, Secure POP, and Secure SMTP. Those are not a problem.

But they also say "Be sure to select options for secure TLS." The only T-Bird option I see under "Connection security" is "SSL/TLS."

Maybe this is a question for Rackspace but their support has really gone downhill since they went public and I've gotten bad info from them in the recent past. Does anyone know if the T-Bird setting is adequate?

I'm not the security guru here, but my experience is that you're probably going to be offered STARTTLS and port 143 or SSL/TLS and port 993. Both options provide security. If one of those settings doesn't work, the other probably will. SMTP options are similar.
