Show TitleBar with MenuBar separate (MSWin10)

On the MSWin10 version of Thunderbird (91.2.0) I can get the menu bar and tabs to display, but the menus are being shoved into the titlebar. How do you get the menubar to show *below* the titlebar? There used to be a setting to change this, but it seems to be missing from the settings window now (did a search within settings, and nothing is found).

That works, but the configuration item name is not at ALL intuitive. It says "tabs" but not "menus", which suggested it would do nothing with the menus.

Really, this should be an exposed configuration option, and not buried in the config editor.
