What is the difference between the 2 clear cookies, options on a Mac OS. The "clear data" option can clear cookies and the "clear history" can clear cookies is there any difference? Why the duplication?

On my Mac running 84.02 it will not clear the cookies as the credentials are maintained unless all close FF.
