Yes, certainly. But now the last ESR version of Firefox is 38.1.0. If you have the possibility to choose, install the latest (many advantage: security, compatibility…).

If you haven't already joined the mailing list for ESR users, you might check that out. There's a link in this article: https://www.mozilla.org/firefox/organizations/ Those users probably have discussed this, and/or can give you a more authoritative answer.

When I look at the system requirements for Firefox 31, it shows you can use Windows Server 2003, which I think means 2003 and later: https://www.mozilla.org/firefox/31.0/system-requirements/

By the way, the latest releases in the ESR series are:

31.8.0esr (June 25, 2015) 38.1.0esr (June 25, 2015)

If you plan to use the browser on the web rather than limiting it to internal sites, consider the latest versions as those will contain fixes for publicly disclosed security vulnerabilities.
