I am unable to send one friend any emails. Every time I do it gets sent back. Why? this just started a few days ago.

As far as I can understand this, reifcarbidetool.com have their mail through Network solutions who have this blocking filter. IT is supposed to reduce spam. but it does a good job of loosing business is what my google searches indicate.
I suggest you ask your ISP to sort the issue on your behalf as it appears that one of their IP addresses is blacklisted.
