I am setting up a new HP laptop, with Thunderbird. I want to sync this with my other desktop computer. After downloading the T-Bird set up program onto the laptop, I am given a choice to "open" or "run as administrator." What is the difference and which should I choose?

You need to run the installer with Administrator permissions. If you run the installer as a normal user, typically you'd get the Windows UAC prompt. That's basically a confirmation to continue with Administrator permissions. Is that what you see?
