I found a solution:

About:config signon.management.page.fileImport.enabled set to true.

Then you can import from file again.

(Too slow making the screenshot. )

The Import command is hidden for reasons I can't remember. Also, I lost the link to the relevant article, but here are the steps to make it visible:

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.

More info on about:config: Configuration Editor for Firefox. The moderators would like us to remind you that changes made through this back door aren't fully supported and aren't guaranteed to continue working in the future. Since we have had this setting for a long time and I use it myself, I feel comfortable mentioning it.

(2) In the search box in the page, type or paste signon.management.page.fileImport.enabled and pause while the list is filtered

(3) Double-click the preference to switch the value from false to true

This should add a new "Import from a File..." option to the ••• menu on the Passwords page. You need to reload (Ctrl+R) or close and reopen the page after making the change.

Note: I think that only works with files exported from Firefox, and not files from other password apps.

Unfortunately, this feature is broken in Firefox 104-107 due to a security-related change. It will start working again in Firefox 108 (scheduled to be released on December 13, 2022).
