I have been using Version 1.0.7 on Windows 7 for many years. Suddenly today I am unable to send email through SMTP server (smtp.west.cox.net).

About a year ago I had received a message from COX cable that there will be some changes which I thought I had done because everything was working fine. So I checked their website and found this message for PCs.

From the SMTP Server window, update the following settings.

Verify that the Server Name field does not contain east, west, or central.
Select SSL/TLS from the drop-down menu by Connection security.
Select Normal password from the drop-down menu by Authentication method.
Enter your Cox User ID in the User Name field.
In the Port field, delete 25, then enter 465.
   Click OK.

So I thought perhaps changing the server to smtp.cox.net will work and added that server as default but still test mails are using the old server and mails are not going through.

I am attaching two screen dumps.

The first picture shows the error messages I received at first. The second picture shows the new default SMTP setting. Still the emails are trying to use the old SMTP server and failing. I cannot understand why even after changing the default SMTP server, the emails are still trying to use the old server.

There is no such problem with incoming messages though.

Open Tools/Account Settings, select an account in the left pane, then look at Outgoing Server (SMTP) in the lower right pane. Are any accounts still pointing to the old cox server? Plus, you may as well Delete the smtp.west.cox.net server.

Any reason you're using a very old (1.0.7) version of TB? Probably not the best idea, from a security standpoint. My suggestions above may not even be relevant to TB 1.
