In regards to SHA1, Does this mean a hard block with no way around it?

Point number 3 mentions: Show the “Untrusted Connection” error whenever a SHA-1 certificate is encountered in Firefox after January 1, 2017
Does this mean a hard block with no way around it, or will the user have the option to click past the warnings and eventually get to the site?

Currently those types of warning are overrideable with the user able to set an exception
