Is this problem on the "new tab page" (the page that appears when you press Ctrl+t)?
That page sometimes seems to have unnecessarily large margins that cause some of the tiles not to fit. If you zoom out (hold Ctrl and tap the - key once or twice) do you get the expected number of tiles?
Firefox sometimes has difficulty remembering your preferred zoom level on the page. In order to fix that, you can change this setting:
(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button promising to be careful.
(2) In the search box above the list, type or paste newtab and pause while the list is filtered
(3) Double-click the browser.newtab.preload preference to switch its value from true to false
After the change, if you have any "new tab" pages open, close them, and open a new one, change the zoom setting, and now it should be remembered.
On the other hand, if you do not want to reduce the zoom level on the page, there are some add-ons that can fit in more tiles.

Hmm, if you mean the list that appears when you use the downward pointing triangle in the address bar, it shows 6 entries by default. I don't know why you would see all 12 initially, but having a scroll bar is normal.
You can get rid of the scroll bar using a custom style rule. The following thread has a further discussion: How do I increase the address bar dropdown menu size in FF42?
yea its the list it will show 6 when i first open firefox but after a few webpages it will go to 4 then i have to scroll
Strange that it would only show 4, but maybe it's related to your screen resolution. Anyway, please check out the other thread for a discussion of style rule workarounds. If you want to try it but need more directions, we could clarify.
maybe it just started doing this recently
