Next to the address of the site in the address bar try clicking the round thing and see what it has to say. It is possible that their security certificate has expired and no one has done anything about. The info you get when click on that will show the site and there is a arrow then click more information. Now not done anything in here before so.... But you can use the Permissions Tab to give permission that site might need to access it.

That certificate and the secure connection settings look good on my Firefox.

Is this the only well-run site that has given you a secure connection error or have you noticed a pattern?

I have been trying on two computers. This is what the Mozilla one says:

Secure Connection Failed

The connection to the server was reset while the page was loading.

   The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.
   Please contact the website owners to inform them of this problem.

The "Secure Connection Failed" page unfortunately tends to have scanty information about the problem. If the padlock appears normally, it can be taken to mean "connection failed" (i.e., it's not an SSL problem). Does anything in this article help: Secure connection failed and Firefox did not connect.

Separate question: can you use Internet Explorer, Edge, Chrome, Opera, or another browser to complete your filing while we work to figure out the issue, or do those also give you connection errors?

None of your browsers will connect to that address? Possibly there is an external issue, such as:

  • security software which filters your web browsing connections
  • parental control software (e.g., Microsoft Family Safety)
  • problem with your internet service provider's DNS servers providing an incorrect or obsolete IP address for the site
  • hosts file entry for the site with an obsolete IP address

However, tracking down the source of the problem is a little beyond the scope of this forum so if you cannot solve it based on these suggestions, you might try a Windows forum.
