My contact is on hotmail. I can receive an e-mail from them. When I replay, it is returned to me with the following: This message was created automatically by mail delivery software.

The error message clearly states your ISP has been blocked due to a bad reputation and to contact them. Contact them. This is not a Thunderbird issue.
