Most mail providers these days limit the number of addresses you can send to so as low as 20. This is probably what has happened to you. But I really am just guessing. :"This did not work" provides Zero information on what actually occurred or any error message you received.

Open a 'Write' window. Press F9 to bring up the Contacts sidebar. Select the first contact. Press CTRL-A to select all contacts in the address book. Press the 'Add to To:' button. Job done.
