I recently changed Internet service providers. The first time I logged in, I mis-typed the password. I realized this instantly after I hit ENTER. When the screen popped up and asked if I wanted to save the password for the website, I clicked NO because I knew it was wrong. I would save it the next time when I got it right. Apparently , when I entered NO, that became a permanent option. It never asked again if I wanted to save the password.

Thunderbird does not access websites or save passwords to them.

If you are asking about email passwords to get messages from your email providers server go to...

Options-Security-Passwords-Saved Passwords Click Show Passwords to see what was saved if anything. Right click a password and select Edit to modify the saved passwords.

From the verbiage you use to describe what you saw it is some other password vault on your computer asking the question. Thunderbird has a checkbox on the actual password entering dialog to check if you want to save it. It does not pop a secondary screen asking that question.
