I am trying to use Thunderbird to access and store emails locally, from my Outlook.com email account. Is IMAP or POP set up possible so that Thunderbird and Outlook.com will interface, or do I need to go fine another email account to use with Thunderbird? Thanks in advance!

Thunderbird is a standards-compliant email client. It uses POP, IMAP and SMTP. So if the Outlook server in question is configured to use these protocols, Thunderbird and Outlook get along just fine. If the operator of the server chooses not to use these standard protocols, then you'll need to use an add-on in Thunderbird such as davmail or exquilla.
