instead of doing everything, attempting to do individual options does show something in the list of options but after choosing outlook from the list of options it still does nothing

this used to work in older versions of Thunderbird i have mozbackup files from what was created in older versions

Import from Outlook is broken in Thunderbird 38 and therefore disabled for the time being. Reading the release notes usually helps before updating to a new version. https://www.mozilla.org/en-US/thunderbird/38.0.1/releasenotes/

You could downgrade to Thunderbird 31.8.0, do the import, and then upgrade again. Older versions are available at https://archive.mozilla.org/pub/mozilla.org/thunderbird/releases/31.8.0/
