Identical set-up but friend cannot access particular website thru Firefox --- why?

The website in question is intellicast.com. We both have the same HP computers (brand new HP Pavilion Desktop PC 570-0xx), up-to-date versions of Firefox and Windows 10, and we even use the same IP (Charter/Spectrum). I access the site with no problem. When he tries to access it, he gets a notification "Unable to Access". He is able to access the site with "Edge" and with Google Chrome, but not with Firefox. I have checked all his Firefox settings and cannot find any setting where this site (which is just a weather report) would be blocked. I have even specially allowed this site. All to no avail. A rep at Charter/Spectrum suggested this was purely a Firefox issue. Since it is accessible with other browsers, I'm sure the problem is with Firefox. Besides looking at the Privacy and Security section for Firefox "Options" (as well as all the other sections), is there some other place to look to find out what is blocking this particular site? Ya hi, is a ding bat issue that is for sure.

Is it the same extensions and same A/V Firewall as : There is security software like Avast/AVG, Kaspersky, BitDefender and ESET that intercept secure connections and send their own certificate.

Can try this : uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files , C:\Program Files(x86) & C:\ProgramData Then restart system. Then run Windows Disk Cleanup. (Note: This should be Pinned and run Weekly, If never done below expect 10's of gig's) Then run it again and click the button that says Cleanup System Files. Note: your Firefox Profile is saved. But you should make a back up before you do :

Reinstall with Current Release Firefox 60.0.1 with a Full Version Installer
