I set Firefox to "ask" when I want to download a "pdf" it does nothing,why?

Under tools/options/applications/ I selected "always ask" for Foxit pdf file download. It does nothing. If I select "save file" it does. Why doesn't it ask? Do I have to remove Foxit from my computer? I have both Adobe X and Foxit. I am running Windows 7

the free AddOn PDF Download solves this problem (tried all sorts of other interventions, only this Extension does the trick for me): https://addons.mozilla.org/en-US/firefox/addon/pdf-download/
