Image links open in foreground tab when open in new tab is selected from right click menu

browser.tabs.loadinbackground is set to true already. Non-image links usually open in background tabs. I tried setting browser.tabs.loadDivertedInBackground to true but it didn't resolve the issue for me. (I've since set it back to the default false).
