In en-US versions, the string is called "allow pasting".

  1. In the address bar, type about:config and press Enter/Return.
  2. In the Search field, type devtools.selfxss.count, then doubleclick this preference (or right-click and choose "Reset") to set it to the default value of 0 (null) for Firefox release versions.
  3. Restart Firefox.

I know, hence set it to 0 instead of the high value recommended (for dismissing it).

As for blocking, it will just revert to the original state so typing "allow pasting" will unblock it again.
