Cannot create new folders while firefox is open

While Firefox is open, I see a picture that I would like to save. I start the save and try to create a new folder. Windows only shows the word "New" where it should show 'Folder' or 'Shortcut' etc. So I cannot create a new folder while Firefox is open. This problem does not occur in other browsers or while Firefox is closed. I never had this problem with earlier versions of Firefox.

Addendum: I am going to remove Firefox for now. V 3.6 has been very troublesome for me. I can click to open Firefox, wait 5 seconds, then open IE, then open Chrome and still Firefox will be the last to open. Pages open much slower. If I could reinstall an earlier version of Firefox, I would consider that. For a month or two I am going to use Chrome, then try Firefox again.

Do you have that problem when running in the Firefox SafeMode?

Don't select anything right now, just use "Continue in SafeMode."

The problem occurs in safe mode also. I never change the default theme or extensions anyway. Note: As to going into safe mode, there is NO Mozilla or Firefox folder created in my program list. I used the command 'firefox -safe-mode' on the run line.
