The AVG Safe Search extension has been reported to cause this issue.
Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the add-ons is causing the problem (switch to the DEFAULT theme: Tools > Add-ons > Appearance/Themes).
- Don't make any changes on the Safe mode start window.

Thanks for the heads up Cor-el. First Grisoft took a little too long to release a Firefox 4 compatible version of their extensions and now this. Perfect.
Update: Hmm, this is odd but it only appears to be affecting Firefox 4 on my laptop. Both my desktop PC and Laptop run Firefox 4.0.1 and AVG Safe Search 10.0.0.1209.
Update 2: AVG's update system really stinks, it used to download all updates including Program updates directly but it hasn't been updating. Downloaded the latest installer and did a repair, it both upgraded to the latest version and fixed the aforementioned enter key issue.
