That's really a Windows support issue.

Right-click the picture. Click "Save Image As...". Select a folder. That will save the image.
As far as using it as wallpaper, the easiest way is to again right-click the image, and then select "Set As Desktop Background". This method generally only works on pictures embedded in to web pages. If you want to change the wallpaper using the file that's saved on your computer, you will need to either right-click on your desktop, and select "Properties", and then click "Desktop", and then "Browse" to find the file, or you will have to use Windows Explorer to find / open the file, and then select it as your wallpaper using your particular graphics editor's instructions. Irfanview, for example requires you to select "Options", "Set as Wallpaper", "Centered". Or, you can use their shortcut (Ctrl+Shift+C).
Do you mean Desktop wall paper or a Persona in Firefox?
Firefox stores Windows wall paper as '%AppData%\Mozilla\Firefox\Desktop Background.bmp"
For personas see http://kb.mozillazine.org/Themes (Lightweight theme)
Make a copy of the files lightweighttheme-header and lightweighttheme-footer in the Firefox Profile Folder to have a backup of the current persona or if you want to make changes. You may need to add a .jpg file extension to open the file with an image editor.
