I am trying to access a stock charting applet found over at https://ph6.colfinancial.com/ape/javacharting/colJavaCharts_D_N.asp.

Java issue?
check if you have your java up to date !!!
then check if by any software or extention is somehow blocking it if it need's or not to pop up any window...

Try to reset dom.ipc.plugins.java.enabled (false) on the about:config page via the right-click context menu to the default value.
