You can set the new tab page by entering "about:config" into the address bar. Read the warning carefully, and once you proceed search for the "browser.newtab.url" preference. Change it's value from "about:newtab" to the URL of the page you want to load.

Thank you!
Do you inspect the browser.newtab.url pref on the about:config page and modify its value?
If you do not keep changes after a restart or otherwise have problems with preferences, see:
You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.
I feel like am standing under a shower and somebody just turned the freezing cold water on! It's going to take some time to digest that lot, if ever.

Amazing that such a simple task cannot be done via the general user interface. Don't you agree?
