Even though the box is unchecked in the Security panel and restarted, it still asks if I want to save the password. How do I get this to stop?

Even though the box is unchecked in the Security panel for saving passwords, I restart Firefox, restart the computer, every site that needs a password still keeps asking me if I want to save the password. This is getting so aggravating. How can I get this to stop? I see that others have had this problem, but the answers are to uncheck the box in the security panel. It's never been checked at all. Now what?? Please somebody help!!!!

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Would you take a look at the the section   'Logins'   in the article   'Security and password settings'   (just in case that maybe there is something you have overlooked):
