How do I disable per-site remembering of download directory? (3rd try)

I have posted about this twice before, but have not got the results I was hoping for. Trying again in hopes that someone who knows something that'll work for me will see this. I'm also hoping that Firefox's developers will see this and make disabling per-site remembering of download directory an option in Options like it should be instead of a hidden feature.

I was told that Firefox 11 would have a pref for disabling per-site remembering of download directory. I now have Firefox 11, but unfortunately, disabling that "feature" that many users hate and consider to be a bug is not as easy as checking or unchecking a checkbox in Firefox's Options like it should be.

Cor-el said "The browser.download.lastdir.savePerSite pref doesn't exist by default (it is hidden). Create a new Boolean pref with the name browser.download.lastdir.savePerSite and set the value to false."

I did that and it had no effect. per-site remembering of download directory was not disabled. I tried clearing my recent history with no tabs open except for a blank New Tab. In the dropdown, I selected Everything and in the checkboxes, I selected Browsing & Download History, Form & Search History, Cookies and Cache. That had no effect.

I was asked for a screenshot of the about:config page that shows the browser.download.lastdir.savePerSite pref. I provided that and was told "That looks good to me, so the pref should be working. Any luck if you delete (or rename/move) the permissions.sqlite file in the Firefox Profile Folder?"

I Tried that with Firefox closed preceded by Clear Recent History with Everything and Site Preferences selected before closing Firefox to be sure. Unfortunately, that didn't do the trick.

I wish I could speak directly with Firefox's developers. I'd love to ask them (nicely of course) why they haven't made disabling that feature an option in Tools/Options.

Firefox developers don't monitor this forum but the support team does pass ideas, issues and other feedback on to the developers all of the time. We're also the ones that monitor input and the comments left there. In general, a feature has to be something used by a really large number of people in order to make it into the user interface.

You can also file a bug here - http://bit.ly/HkkOFu and explain why you think this should be added to firefox. If you have any specific information or way to elaborate on your argument that not having this is something "that many users hate and consider to be a bug" I'm sure that would be appreciated.
