With new update I can no longer open a 2 nd. tab.
When I click on the plus sign nothing happens. The only time I can get more than one tab, is if I open e-mails. I have Windows 7

Try see if this happens in safe mode:
Maybe your localstore.rdf is corrupted, try unhide the hidden files and folder, go to your profile folder, close firefox, delete or rename the localstore.rdf file and restart Firefox.
