how do I get to the Options window, to select "open links in new tab"
The only "Options" I see on the screen is toolbar options.

The forum software detected your Firefox as version 21. Is that correct?
Version 21 is not secure; Mozilla discloses security flaws after each new release. Is something holding you back from upgrading to Firefox 26? Please let us know so we can suggest solutions or workarounds.
If Help > About Firefox shows Firefox 26.0, you may need to clear the preference that is misreporting your version number. See: How to reset the default user agent on Firefox.
Firefox's standard behavior for links is as follows:
- Links that do not specify to open in a new window: same tab
- Links that DO specify to open in a new window: divert to a new tab
Whether it's a new window or a new tab is determined by a checkbox in the options:
orange Firefox button (or Tools menu) > Options > Tabs
If you are accustomed to your Google search results links opening in a new tab, you may have changed a preference on Google. This is stored in a cookie, so if your Google cookies get cleared for any reason, this setting is lost. More on how that works: https://support.google.com/websearch/answer/425
Last but not least, if you want MORE links or ALL links to open in a new tab, you could use an extension like Tab Mix Plus which has among its many, many features, something like that.
You can middle-click a link or hold down the Ctrl key and left-click to open the link in a new tab.
- Use "Firefox > Options" instead of "Tools > Options" when the menu bar is hidden.
- Press the F10 key or tap the Alt key to bring up the hidden "Menu Bar" temporarily.
