I click the middle mouse button and the icon changes. I move the mouse down and it goes too fast. I move up 1/32" and then it is too slow. Is there a way to make the usable range be more like an inch so I can adjust the movement to what I would like?

Don't move the mouse too far, just a little is all that is needed.

The problem is that moving 1/32 inch goes from too slow to too fast. If it took 1/4 inch to go from too slow to too fast, as long it had a lot of steps within that distance it would be great.

I don't know what kind of coordination you have, but I can't pull off movements of 1/64 inch. Also, being this sensitive, just bumping the table can can send the scroll into high speed.
