When I select Bookmarks from the menu, I see eight folders; when I try to save a bookmark, I only see five choices.
The "Edit this Bookmark" pop-up only shows five of the eight folders that I have created. I have read many answers to this question, and they all assume operator error. So the question keeps being asked in various ways. Therefore, before you answer this question, please create a minimum of six folders in your Bookmarks. Then try to save a page to any of the six folders. I only have five options of eight previously saved folders. This is a widespread problem that has not been answered, as far as I can see.

I tried to reproduce the issue on my end, but it worked fine for me.

Making a bookmark.
On the page you want to bookmark, do a right click in an empty area of the page. At the top of the menu, press the Star. Hot key; <Control> (Mac=<Command>) D.
Or, Press the bookmarks Star on the toolbar.
This will place a bookmark in the Unsorted Bookmarks Folder. To edit or move that bookmark, press the Star again.
A window will come up with the name of the page and its web address. You can edit these entries.
Next, select what bookmarks folder you want this bookmark in. If you do not see that folder, go to the far right of the Folder line, and press the down arrow. You can also create a new folder.
Click the arrow at the far right (outside) of the folder field (i.e. not the arrow in the folder field, but the one further to the right) in the "Edit This Bookmark" window to access the complete folder list. The full folder list also opens if you click the drop marker in the Folder field and click the "Choose..." item. The full folder window has a button to create a "New Folder" (look for a button with "New Folder" or a "+" under the folder list). If folders in the full folder list aren't expanded (i.e. are closed) then look for a, possibly faint, arrow icon to expand (open) the folders.
Nah, thank you for your advice, but this all falls under the category of user error. I really am following all your advice, but it doesn't work. I have a folder called "Recipes". It won't show up, so I bookmarked a page and created a supposedly new folder called "Recipes". I can't find the new folder, and the old folder called "Recipes" doesn't hold the new bookmark. It must be that my computer is too old. I've had FF for years, and there have been so many updates...I switched to Chrome a while back when an update made YouTube unusable to me. But Chrome refuses to go to so many websites, and YouTube is back on FF....
You can check for problems with the places.sqlite database (bookmarks, history) in the Firefox profile folder.
