How do I stop Most Visited, Recent Tags, and Recently Bookmarked from changing position in my Bookmarks Menu?

For another problem I'm having (trying to restore the icon to Recent Tags), I went into about:config and set browser.places.smartBookmarksVersion to 0. I restarted Firefox and it did not fix my icon issue, but it did move my smart bookmarks folders:

Every time I move my bookmarks back:

It resets to the first image after what I believe is when Firefox syncs. I've restarted it and had them stay in the same position, as well as tried to sync immediately after moving the smart bookmarks, but to no avail.

How do I fix the smart bookmarks to stop moving around?

This looks like a problem with the places.sqlite file that stores the bookmarks and the history.

If you use Sync then best is to disconnect (unlink) from Sync before trying to fix this.

You can check for problems with the places.sqlite database file in the Firefox profile folder.
