hi tomfrost, this is a scam misusing mozilla's name and reputation. it isn't related to mozilla in any way. you could report this at https://www.mozilla.org/en-US/legal/fraud-report/

I agree as Mozilla does not sell or charge for any services or products nor do they have any third-party doing such.
