according to the link you posted your provider says this is the issue
1020 - 1080 This email account has limited access to send emails based on suspicious activity. Blocks will expire based on the nature of the activity. If you’re a Spectrum customer, contact us to remove the block.
However the IP address of 174.162.52.217 is a comcast address. Charter and I assume now spectrum have never allowed access to send mail on their network unless you connect to the internet using their service. Unless you used their designated SMTP server for mobile use. Which Spectrum advertise as Server Settings Based on Domain (@example.com)
Charter.net Incoming Email Server: mobile.charter.net Outgoing Email Server: mobile.charter.net
I suggest you look at the settings in outgoing server (SMTP) in account settings to see if yours is set correctly.
Note that employing a VPN can have disastrous effects on email.
AUP#Out-1130 says:
"The IP address you’re trying to connect from has an issue with the Domain Name System. Spectrum requires a full circle DNS for emails to be allowed through. Verify the IP you’re connecting from, and check the IP address to ensure a reverse DNS entry exists for the IP. If the IP address is a Spectrum-provided email address, contact us."
