Add security exception pop up with new release, confirm and I can not get email

I downloaded 78.11.0 (32 bit) and I get an "Add Security Exception" pop up. When I hit confirm security exception, I am still unable to have new email downloaded. "Add Security Exception" pop up juts keeps popping up
