In the photo you can hopefully see that the URL bar is on top of the tabs bar. I don't think I have any extensions that are causing this.

Do u use a custom userChrome.css file? Enter about:config in the address bar and switch toolkit.legacyUserProfileCustomizations.stylesheets to true, then restart the browser.
