Safe Mode does not connect to any sites
I'm trying Firefox in Safe Mode to rule out some add-on issues, and when Firefox gets into Safe Mode... no websites load. It's stuck at "Connecting..." for all websites. Google, AOL, mozilla.org, etc. Nothing happens. It just sits there loading. This is a brand new profile.

I have already tried all that. See my recent questions. I have a new profile, reinstalled Firefox, defaulted the settings, etc etc.
Some problems occurs when your Internet security program was set to trust the previous version of Firefox, but no longer recognizes your updated version as trusted. Now how to fix the problem: To allow Firefox to connect to the Internet again;
- Make sure your Internet security software is up-to-date (i.e. you are running the latest version).

Good call. My old Firefox install before I reinstalled was in the Windows Firewall rules. I cleared it out.
I tried Safe Mode again though, same issue. This only happens in Safe Mode. My security (Microsoft Security Essentials) is up to date.

Yep. Using Firefox now. Safe Mode just gets stuck at "Connecting..." for any site. No home page, just the Firefox search page.

Firefox has no search page, it uses search engines. Have you tried using other links, like Mozilla.org ?
This is the search page I get as my home page. It has the Firefox logo, so it seemed like a Firefox search page to me.

Experimental Features
Similar as for one of your other questions, if you happen to have Nvidia Forceware Network Access Manager installed, try uninstalling it (see this support article).
Did you try removing or disabling the Nividia plugins manually?
Do a clean reinstall and delete the Firefox program folder before (re)installing a fresh copy of the current Firefox release.

If possible uninstall your current Firefox version to cleanup the Windows registry and settings in security software.
- Do NOT remove "personal data" when you uninstall your current Firefox version, because this will remove all profile folders and you lose personal data like bookmarks and passwords including data in profiles created by other Firefox versions.
Remove the Firefox program folder before installing that newly downloaded copy of the Firefox installer.

- It is important to delete the Firefox program folder to remove all the files and make sure that there are no problems with files that were leftover after uninstalling.

Your personal data like bookmarks is stored in the Firefox profile folder, so you won't lose personal data when you uninstall and (re)install or update Firefox, but make sure NOT to remove personal data when you uninstall Firefox as that will remove all Firefox profile folders and you lose your personal data.
If you keep having problems then create a new profile.

As for a clean reinstall, I did that yesterday. I uninstalled Firefox, installed a new copy into a different directory. Made a new Profile. Removed outdated Firewall rules on the old install.
As mentioned in my OP, this is a brand new profile.
Anyone have any thoughts?

Did you try using Safe Mode without uBlock, or rather, without any add-ons installed in that new profile? (And of course, don’t change any settings after creation.)
Though I haven’t seen reports of uBlock causing such issues, it’s network related at some deep level. Lastpass however is more known for causing issues with pages not loading (*). I suggest removing it from any profile or your entire system for the moment and reboot.
If that doesn’t help, make sure whatever other firewall or network software you may use, the loopback connection (127.0.0.1) is not blocked. For new profiles, Firefox will probably use the System proxy settings by default, which may not work as expected, though the same setting should apply to regular mode and not change, but nothing wrong with checking that setting.
Also, I find it hard to believe a 64 bit version would not suffer the issue even though I have good faith in philipp’s knowdledge. But first or when impossible to try that and if the above doesn’t help, I’d try removing all Nvidia related software (use the Windows graphics default driver if needed) to see what happens.
