Network is available, I can load web pages.
Web pages connect on port 465 or port 80. mail has other ports, so the fact web pages work is like confirming he power it on. Helpful, but not particularly so.
Probable cause.
Bit defender. Windows defender and system proxy I would start by checking all the firewalls, including bit defender.

Try to start Windows in safe mode with networking enabled. - Win10 http://windows.microsoft.com/en-us/windows-10/change-startup-settings-in-windows-10#v1h=tab01
Still in Windows safe mode, start Thunderbird in safe mode. - https://support.mozilla.org/en-US/kb/safe-mode
Does the problem go away?
Sorry this did not work. Could not send email in Windows10 and Thunderbird safe mode. Same timeout message.

This was a very interesting issue I had. I started by stopping my BitDefender firewall and antivirus software to no avail. I also reinstalled Thunderbird and that didn't work. I double checked my ISP credentials multiple times with no success.
I was becoming very frustrated when I learned from my wife who has a Mac and does not use Thunderbird as an email client also could not send email.
I then tried to send an email using my iphone on the Verizon wireless network and it worked. When I connected the iphone to my WiFi network, it would not send. That led me to believe there was no software issue on my PC but a home network issue.
Long story made short, I re-set my DSL modem to factory defaults and went through the setup process again. After that, I could once again send email from my PC, my wife's MAC and my WiFi connected iphone.
Problem solved! Thanks for looking at the problem with me.
