I've displayed a picture so whoever is helping can have a better understading of what I mean. Never seen this happen & don't know how to fix

Have you tried restarting Windows since this appeared? I wonder whether some program that had the "always on top" property crashed and left that bar.

This is the working link to the picture, http://s21.postimg.org/hkk5imb4n/2scrolls.png
I've never seen that before, either.
Does it affect all sites?
Are you using a lightweight theme that only affects the top toolbar area, or a more full-featured theme that might be affecting the scroll bar as well? Wondering whether there might be an incompatibility there.
Yes, it does affect all sites that I go to!
Thing is, I've used the same theme(If you're talking about the pride flag at the top) and everything else for the past year + and never had this problem.
I recently just installed 3 new Add Ons in FireFox. One being, DoNotTrackMe. Two, Disconnect. Three, HTTPSEverywhere.
Maybe they interfere with the scroll bar somehow making two in one? Maybe I should try to uninstall the programs - Since I've only recently had this program?
Or, Maybe it was a windows updates I installed that made it go this way?
This problem is quite annoying, I can't even see the scroll bar once I get to the end of a page because it's hidden in the second scroll bar near the bottom.
Thank you for taking the time to try and fix my problem.
Another thing to keep in mind is that I just noticed, not only are there 2 scrolls in 1 bar on the web, it's like that for my documents also..
If I go to my desktop you can see there is a scroll bar in white there too. I've got a picture to show you.
