Some methods, I can think of:
If you have an IMAP mail account, the emails are kept on the server and you can use any email client to view them remotely.
If you curently have a pop mail account and the server allows you to use Pop or IMAP. In Pop account, Stop messages downloading and make sure you leave messages on the server. create a new IMAP mail account to same account. Create the necessary folders on the IMAP account and then move emails back onto server from pop account to imap account.
OR: You need to use a program that converts files. Thunderbird stores files in mbox format, but you can export emails in /eml format. Right click on email and choose to 'SAve As', choose where to save the file, notice it is saved in .eml format. This tool is good for exporting alot of emails and saving in .eml in one go. ImportExporttool:
Right click on Folder and select 'Importexport tool' > 'export all messages in folder' > 'EML' choose where to save. Then you have emails in eml format.
then use a eml to msg converter. I located this:

then you can easily use drag and drop to get emails into Outlook:
Alternative: you will need a program to convert mbox to .pst, but you may have to pay. I cannot endorse nor give any comments on these products. I located them on google:
