Hi Sherry, if the previous owner set a code to unlock your iPhone, you need to get that code from the seller.

Or to set up the phone from scratch, please see this article on Apple's website: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support.
