I can only send message to one to: recipient. When did this change?
Until recently, there was always a capacity to send messages to multiple primary recipients. I am not talking about carbon copies or blind carbon copies; I am talking about multiple To: recipients where no one recipient has more status than any other.
In the past, there was a To: box with other boxes underneath that could be set as To:, CC:, or BCC. They have disappeared.

Fill in the visible To: box then hit return. Another will appear. You are clearly not a user of the Contacts Sidebar. :-)
This is a change that came in a few months ago and the unconventional grey/white business has annoyed and disturbed many users.
BTW, this forum supports images. We'd prefer to have your picture here with your post rather than having to go off to an arbitrary 3rd party site. And you may find that png preserves image fidelity better than jpeg can.

It had me faked out. I tried that before and every time I hit <return> my previously entered information would disappear. I now know it merely scrolled out of sight.
